Have a HVAC tech check it. There's a possibility that all that's wrong is a relay, capacitor, valve, or the charge is low. All of these possibilities are worth a repair.

If it's the compressor, replace it.

Your heat pump does not operate like other heating systems. In the heating mode, the heat pump removes heat from the outside and transfers it to the inside air. In the cooling mode, the heat pump removes heat from the inside air and discharges it to the outside air. The heating or cooling mode is controlled automatically by the indoor thermostat setting.
The coils of your heat pump operate at lower heat levels than fossil fuel systems. Air at the supply grills usually has a temperature ranging from 85 to 106 F in the winter. Air at the registers may feel cool compared to that from other heating systems which operate at much higher temperatures for shorter periods of time.

Even outside winter air contains some heat. As outside air temperature drops, the unit runs more to collect and deliver the necessary heat inside your home. Hence, the heat pump moves less heat in cold weather. The balance point of the heat pump occurs when at full capacity, it supplies all the heat your home requires. As outside temperature drops below the balance point, the supplemental heat (electric resistance, oil, gas, wood or solar) is required to maintain your thermostat setting,

Are you getting cold air from the air ducts? If not, then you do indeed have a heat pump, and what you see is normal. The system is operating in reverse to what it will during the warm months. If it is blowing cold air, then you do have a problem and it needs the care of a HVAC (heating-ventilation-air conditioning) technician. If this is a heat pump system, a word of warning, do not place the thermostat in "emergency heat" condition unless you are absolutely sure that this is indeed what you want to do. When "emergency heat" is turned on, the compressor based portion of the system turns off and resistance heater strips turn on. The power meter dial will really start spinning then, and the cost for your power bill will skyrocket. Use it if you need it, but not if you just want things a little warmer. Moisture in the air will help with the "feeling" of being warm, so keep a pan of water out where the water can evaporate. In the summer, keep the house as dry as possible since this will add to the feeling of being cool.

sounds like you are low on freon, you can buy a kit to recharge the freon but you do need to have some understanding of the A/C system. You could ruin the compressor if you overcharged it and you could possibly injure yourself if not carefull when doing this task.

If your engine is overheating and the AC is not working properly in stop and go traffic the obvious cause is poor airflow through the radiator and ac condenser (mounted in front of the radiator). The Toys use a thermostatic controlled fluid coupled cooling fan clutch that should provide adequate cooling when using the air in traffic. They do go bad so have it checked, more than likely it has to be the problem since you're getting adequate cooling and the AC works fine at highway speeds.

I assume you are talking about an invertor that changes 12VDC to 120VAC, rather than a CONVERTOR that changes 240VAC to 120VAC.

First of all, you would need a very powerful invertor to be able to handle that kind of power drain. Add up the wattage ratings of all the devices you want to connect to the invertor, add 25% to handle surges, and you have the total power requirement of the invertor. We are talking a lot of power! I am guessing you would be supplying 11 amps per A/C, plus about another 10 amps for the fans, lights and fax machine. So you would need a good 35 amps to be comfortably secure at my estimate. Multiply the 35 amps by 120V to get the total power of 4200 watts. This is a LOT of power to try to get from any invertor. Even if you could find one this powerful, consider the battery you would need to supply this kind of power; 4200 wats at 12VDC would mean at least (assuming 100% power conversion, which is not achievable) 350 amps. A single car battery could supply this current for about one or two minutes. You would need a pallet full of batteries to supply enough current to run the store for an hour. You'd also need a heft cable to supply this much current on a continuous basis. There is also a danger of the batteries overheating, as car batteries were never mean to supply this kind of current for more than a few seconds at a time. That much current over more than the few seconds it takes to start a car would cause significant heat build up that could cause battery failure; the case could rupture and spew caustic chemicals.

And how would you charge up those batteries? I'm guessing a diesel generator. Add in more conversion losses, and you'd be spending MORE on fuel for the generator than if you just used the generator to run the appliances directly.

Check for restrictions in the duct work which might reduce the volumn of air circulating through the unit. Check the filter first, then the A/C coil. If the coil is stopped up you may want to call a service man to clean it (you can do it yourself but may require removing some ductwork to get to it, and the coil cleaner solution is caustic).
As a safety feature furnaces have a high heat limit switch that opens when things get too hot. It works like the one in your blow dryer; if you block the air flow, the blow dryer will overheat and stop, until it cools down.

Sounds like either the wiring is too close to the metal case or the magnetic contactor is shorting to ground. Also be sure the fan/compressor capacitor terminals are not too near the case. Of course, make sure the power is off when you do all of this. A loose wire on the contactor would cause this also. (Sorry, this was an afterthought)

The contact switch could be fouled. It is inside the panel and is the main switch for the unit. Kill the power and inspect the contact points, if black or melted looking it needs to be changed. It is usually a large black box-like unit with the large electrical wires coming in attached to one side and large wires coming out on the other side. They can either fuse together and the unit never shuts off or it gets so pitted that it actually arcs when it tries to start causing a short.

When I read your title and then the body of the question, I see a disconnect. Being environmentally effective means not giving up technology, it means changing from one technology to another.

I am not sure about CFC's and ozone, and I am not sure about global warning. But I am sure about conservation. I am always willing to recycle and repurpose, even if it costs more. And I am certainly in favor of more efficient technologies. Here is a question for you: Why don't most building codes specify alternative, energy saving construction methods?

I would give up what I could. I would take the bus to work, but they don't run early enough. I have already reduced my AC usage due to high bills.
I would gladly install a tankless water heater, a geothermal heating and AC system with a hot water pre-heater, and a solar/ wind system to power my energy efficient appliances, but as of right now they remain cost prohibitive. Until the need for those items outweighs the cons of their high cost they will remain good ideas and not realities for me personally. These things would help me to maintain my lifestyle so I would use less energy yet get the same benefits as I now enjoy.
So, overly long and boring answer short, no I would not give up my stuff. I would find a way to work around the problem with tech that had existed for quite a long time, but has hidden in plain sight.

First off, you are mixing a few problems.

Ozone depletion is separate from global warming (carbon emissions/climate change)

CFCs have already been replaced and for the most part this has stopped or even reversed the ozone depletion. It is still a concern however.

Second, the use of air conditioners or refrigerators does harm the environment, but it is by using energy created by carbon based and nuclear based energy. The old harmful refrigerant can stay locked up in an air conditioner or fridge for many years and remains harmful even if you don't use it (rather than having it properly disposed of).

I would definitely change my lifestyle to help the environment, but in many ways the cards are stacked against me.

I am forced to live outside of town due to high real estate costs. There is no public transportation available. It is a 50 kilometer round trip to work. I do walk everywhere in the town I live because it is small.

I am unconvinced of the environmental benefits of hybrid cars and diesel cars. The hybrid cars harm the environment more due to their batteries and diesel cars have more harmful emissions than gas cars.

I drive two, four cylinder cars and combine trips to reduce fuel useage. I recycle. I turn off lights.

Technical diploma. Age 29. I am unsure what you mean by experience and background.

I'm kind of in between "Definitely" in "I already..." I do as much as I can as far as walking, taking the bus, buying locally, no air conditioning, using reusable bags for shopping, even using a laptop because they require less power... but I have to drive to work and for work, and sometimes put 50 miles on my car in a single day.

- Don't know what you want about my experience... I didn't learn to drive until I was 19 and took the bus and walked everywhere before then for the enivironment's sake
